I'm not into ag tractors and the only 300 I can find at the online parts site is an IH 300 utility from the 1950's,looking at the parts drawing of the steering setup it would be my guess that fluid is leaking from the steering valve that fits between the steering box and the column,it has filled the column tube and spills out the bolt that could be a breather because of the hole in it,there is several o'rings that go in the valve section,one of them may be worn and allowing the fluid into the column,you would need the manual to see what is what,someone here may know what the fix is,you could try a bolt with no hole but then it will probably leak out the top.
