The hydraulic oil for the equipment is seperate from the shuttle/torque and transmission,that is checked and filled through the dipstick,there must be a leak for that to go low in fluid and it usually jerks and jumps when it goes low,the first thing is to see there is enough fluid in the shuttle,then reach up from underneath and hold on to one of the solnoid valves on top of the shuttle while a second person moves the lever with the key on you should feel the solenoid jump,if it does not check that none of the clutch cutout buttons are stuck down in the levers,if you can feel it jump its a good chance that a snap ring has broken in the modulator valve,don't go changing any of the wiring or relays as it can be very misleading for the serviceman should he be needed.
