You need a slide hammer attached to the drive assembly on the side of the block. If the drive mechanism isn't turning, then it's scrap anyway. I have an old piece of the cable end welded to a nut to fit my slide hammer but you could weld a nut right to the drive mechanism and pull it. The drive on the cam is plastic and those pieces will probably be in the bottom of the pan - no harm. When you get a new drive mechanism use care installing. As you drive it into the block, make sure that drive gear is properly engaging cam.
