Don't know your tractor but had a look at the parts drawing for the rockshaft and arm,it looks as if it is on a spline and retained by a snap ring,by the look of it I can see no reason why a two leg puller would not pull the arm off without too much trouble,in case it is not on a master spline put a match mark on that will not get rubbed off while you work on it,the Case part # for the seal is A63377.
