If the fuel is clean no need to remove the filter,when you remove the elbow the fuel should run out if all is well,if it does not see why,there is a filter under the inlet pipe on the back of the pump,seldom it blocks as the fuel has passed through the two filters before it gets there but!,the outlet from the tank is always my first suspect.
