The filter for the P/S is inside the reservoir,in case it is blocked change it as it is often overlooked,with a new filter and the fluid level correct you still have a problem about the only thing you can check is the recircluation valve in the control valve (steering Box),you sure that the cylinders are ok,if the fluid is bypassing in one cylinder its enough to have no steerig.
