Just above the neutral start switch on the top of the shuttle there is a small breather,it is unusal for them to get blocked but they can,look at the pipework going to the cooler,make sure no pipe is kinked or closed up,the most likely thing that's wrong is there is a problem with the relief valve,the valve is located inside what looks like a piece of hexagon bar see the picture,you will have to remove it and open it,if the ball sticks it puts oil out the filler.
