Steve - the tensioner usually has worn the pivot bushing (plastic) causing the idler pulley to wear right to the edge. They sometimes have a little shiny wear mark right at the top where the spring protrudes out of the cover.
I geneally throw the tensioner away.
Heres a trade secret, dont tell anyone!
Fabricate an adjusting bracket - about 3 inches long, - under the alternator is a small plate, about an inch long, replace this plate with the adjusting bracket & adjust the belt like in the good old days & hey presto you saved alot of $$$$
