The valve lash is .010 inch cold both inlet and exhaust, the firing order is 1-2-4-3,if I was asked why was the power down the valve clearance would not be my first choice, most diesel engines run from rebuild to rebuild without the valves been adjusted, what I would do first is service the fuel system, first make sure that there is a decent flow of fuel leaving the tank and the tank vent is clear, then remove the glass bowl and clean the filter guaze under it,clean the body of the pump, fit two new fuel filters, with the glass bowl back on and the filters fitted open the bleed screws on top of both filters, open the two bleeders on the pump, prime the feed pump till clear fuel comes from the back filter, close the bleeder then do the front one the same, when air free fuel comes from the bottom pump bleeder close it and finish with the top one, prime on till the lever goes limp, undo each injector pipe connected to the side of each injector a couple of turns and spin the engine over on full throttle, when fuel spurt from the pipe unions tighten them up and start the engine, also make sure the air filter is not plugged.
Good luck
