I would check to make sure you have enough gas coming to the carb. Many things can plug the gas tank, filter, or gas line. As a quick check, disconnect the gas line from the carb and turn it back on. The gas should come out full stream. As to the air cleaner, that depends on the year. Most older models had an oil bath cleaner that just required cleaning and refilling with clean fluid. Newer ones used replaceable dry elements just like your car.
