The great aspect w/old tractors is that you can narrow down a no-start to two problems: 1) fuel or 2) spark. I'm guessing someone botched the ignition tune-up...
Take out a plug and see if you have spark. If you do; proceed to troubleshooting a fuel problem. Hope this helps,
