445 Propane Tractor

I have a 445 Utility bought new 1957 and have the original manual and parts list. All the info is for a gas powered tractor not LP gas. Tractor would only run with choke pulled all the way out, suspect low delivery of propane but filter is clean, etc. It appears to have a vacuum operated regulator or diaphragm valve before the carb. IT has coolant lines in and out of it and small dia tubing to the carb in addition to the supply line. what the heck is that and how can I test it? Tractor will not start. Any help is very much appreciated
