My tractor was exhibiting some of the same issues as you have, I did a valve job, replaced the rings and bearing inserts on my 53 Jubilee this past summer. It really was an easy job and I’m glad I did it as she’s running great with lots of power.
Parts are easy to get – Google Ford NAA parts and you’ll find a long list of parts suppliers. I spent around $500 for parts which included $100 to have the head and valves machined. I was lucky as the pistons were ok and the cylinders were ok as well. The only special tool you will need is a cylinder cutter to remove the carbon buildup at the top of each cylinder so you can get the pistons out.
