If gas is running out the bottom then I doubt the engine will starat because it will indeed be flooded. I would recheck the float and needle and seat. Me thinks something got out of place when you put the carb. back together. Let us know. BTW your tractor is either an NAA or a 600 series. The 600 looks somewhat like the NAA but has an updated rear axle among other things.
