If the only time fuel runs out of the bottom is when you try and start the engine and it does not start, you are flooding the engine with fuel. If the engine is not starting, I would first check for spark at the plugs. The fuel should run out the bottom if the engine is flooding.
If the fuel runs out when you open the fuel valve then you have a stuck open float valve.
