Since it will fire with starting fluid, I would check for fuel flow THRU the carb. remove bottom plug on carb and open the fuel valve. I think it should run a pint in 2-3 minutes. If not check all three filters and line and carb for problems.
Also the spark should be nice and blue and be aable to jump at lest 3/16" Sometime you will have a weark spark and will not start or run.
