It sounds to me like you are using a bush hog typr mower without an ORC. The over run coupler or clutch goes on the PTO shaft and the mover drive shahf hooks to it. With out it the mower will try and push the tractor until the blades comes to a complete stop.

If the above is not the case I would check the free travel adjustment to make sure it is corredt.
