Had a problem similar to yours after I replaced the brake lining on my 8N from a local company. Brakes would grab, lockup & the pedal would not return to normal position. Turned the drums, added 2nd return spring used bungee cord to hold lever in place. Backing up was only solution to unlock brakes. Finally bought some new shoes from SSB Tractor Parts and that solved the problem. Think it had something to do with the lining material. Good Luck!
