There are retracting springs on the break shoes. Linkage may be rusty, check external linkage and lube.
You need to have the I&T FO-4 service manual, it has a section on the brreaks and how to replace/adjust them.
A 46 would be a 2N, not 9N. Google john smiths 8n's. he has a real good site on these machines
