No, it will not. at least in small amounts. I would take all the plugs out and then put the oil in the cylinders and turn the engine over with the starter. may force some of the oil around the stuck valve. It will help the rings also. If I am not mistaken the jubilee is an overhead valve engine. Might be real easy to take the cover off. I am not real familar with the NAA tractors.
