If it won't start with starting fluid, I would suspect ignition. When it's cold and won't start, check that you are getting a good blue arc about 3/16 of inch. I'm thinking you have a dirty battery connection either at the battery posts or the other end of either cable. The engine turns over harder when cold drawing more current. With the bad connection there's not enough left for the ignition. Let us know.
