Hard steering is abit subjective. They do not have power steering and when just sitting they are hard to turn. fairly easy when moving unless it has front end loader on it, then it will be harder to steer. Look in phone book for a Hew holland dealer. They have ford parts will most likely be able to service your tractor. Just will not be cheap. the 48 8n has the older stye of steering box. new one came out in 49. they both steer about the same. It may be something other than a 48.
Google smith's 8n and you will find a good site to learn more about the ford tractors. You have to remember it is a 60 year tractor and will have problems. depending on hwat you want to do, you may be better off to get something new or a lot newer. They are fun to work on, but only if you have the time and enjoy doing it.
