The one on the left will engage disengage the power take off. The one on the right is for draft or position control for the three point hitch. Most all usage is best with the lever straght up. Ifl you are plowing put the lever forward or horizonal.

I would suggest that you get a I&T FO-4 service manual. You will find it very useful.
