Make sure that the solenoid was installed correctly. Small post that the wire from the starter stwitch hooks to should be pointed toward block. But if it was wrong it would not start in the first place come to think of it. You do not need to have the ignition switch on in order for the engine to crank ovewr. Just have it on so it will start. Still sounds to me that the solenoid is stuck. get a new one.
