I had a problem one time with an old 8N similar to this. What had happened was the owner had replaced the starter and then the engine would not turn at all. It turned out to be caused by the mounting bolts supplied with the replacement starter were too long and the inside bolt would contact the flywheel when tightened down. It was so tight that the engine wouldnt even turn over when we tried to pull start it.
