in a perfect case, should not. sounds like the needle valve and seat is bad. as fuel rises in the bowl it pushes the float up, float pushes the needle up into the seat and stops the fuel flow from the tank. when worn, needle does not seat and fuel goes around it. you can buy a needle/seat kit only or it's in a carb repair kit. if it runs fine just turn the fuel off under the tank and you'll be fine. the fuel will stop there.
