leave cable attached at the gov and take it loose at the meter. run the engine to (carefully) see if the cable turns. if it does, you're okay at the gov end. sometimes when the old inside cable brakes, it leaves a small piece in the meter and thus won't let the new one go in all the way. with the engine off, connect cable at the meter and disconnect at the gov. turn the inside cable by hand to see if the meter turns. worst case, the groove inside the meter is stripped and a new cable won't grab it.
