1950 8N ignition trouble

It runs great once you get it started, but it seems like when the starter is turning there just isn't enough juice left to ignite the fuel. The starter doesn't seem to turn over hard or anything, and it has new plugs and new battery. Could it be a weak coil? Points? This thing is driving me nuts.
It floods so easily that you really only get a couple of tries before it's flooded.
