Just foreward of the steering gearbox is the throttle pivot. It should have a castle nut with a cotter pin. Remove the cotter pin and tighten the nut a little at a time to achieve the proper throttle friction. Reinsert the cotter pin.

If this does not work, the tension spring(looks like a spider) may be flattened and not functional. Disassemble and CAREFULLY bend the tangs on the spring to make more tension. Adjust as necessary.
