First off your dash starter is DANGEROUS. Ford designed the safety switch so that the tractor could never be started unless it is in neutral. Many people have been injured when standing alongside the tractor and hit the starter. The wiring could be fixed by restoring it to original configuration. It could also be that the starter switch gets it`s connection from the down side of the light switch. I would investigate if the lights and the starter switch are connected to a block or to each other.
