8N idle control

I have been having problems with my 8N idle. First it was surging, run fast then die out by pulling out the choke it would idle/run pretty good. Overhauled the carb (Zenith)now I have a little of the same problem but worse now is the tractor will not Idle down, throttle seems to to little on controling the idle speed. When pulling it will Idle down to a more "normal" speed. Governer or carb setting problem?? (or neither) Thanks
