I agree with Louis. Clean everything, file/replace the points, set them carefully, then set the distrubutor timing carefully also. Make sure you've got no spark to all the plugs. One bad plug or wire will keep most tractors from starting although once started they will run on three. You didn't mention if the tractor was running ok before and this is a new problem. Was it sitting for a while or is it regularly an easy start.
