running out of gas

my 8n runs fine. A month ago I had to rebuild the steering box, which required the hood and gas tank to be removed. While I was waiting on parts I removed the gas tank and sediment bowl,noticed the filter to the sediment bowl that resides in the tank was missing, so I replaced it with a new one. Flushed and dried the tank out and reinstalled it. Now my 8n with run dry of fuel,tank is full, sediment bowl inlet valve is turned all the way out. I have a clear in line filter and can tell it is dry.When the fuel line is removed from the carb....no gas flows. I blow into the fuel line and here it in the fuel tank. Take the gas cap off and still no fuel flows. If I siphon on the hose...fuel will trickle out enough to run the tractor. Any advice or help would be appreciated....Tonebone.
