Ford 2N won't start

I seem to be getting decent fire at the plugs. Fuel runs out of the carb on the air intake side, so I am getting fuel to the carb. I have sprayed starting fluid directly into the carb air intake with no results in starting. I have placed my hand over the air intake and occasionly it acts like it will start but does not. I do have fuel running out of the air intake. My hand placed over the air intake has a strong suction.The intake manifold has a plug in it and I have removed it and sprayed starting fluid directly in it but it still does not start. I have had the carb apart and claned every orfice and jet. I do question how the barrel fits the carb. I think the barrel has a large end and a small end. This maybe the problem as the plugs are always dry when I pull them. Which end goes where? Thanks Doug
