EMitch, The fluid will boil over if the level of the fluid in the radiator is any more than a tiny bit above the level of the fins or tubes. If your level is about there and it is still boiling over it could be a loose fan belt or the possibility of your water pump having gone bad on you. There is also the posibility of the thermostat having gone bad and is stuck so that it will not open wide open when the temperature rises. The thermostat is an easy change out and you can check that operation by removing it and putting it in a pan of water on the stove and turn the heat up. The drainhole you mention should have a small hose connected to it and running down the side of the radiator so it will blow the hot steam/water beneath the tractor instead of on someone.
