Radiator Boil Over

I have a Ford 8N...never had this problem before, so I don't even remember noticing the specifics of the radiator cap etc....I ran for about 10 minutes and next thing I noticed was hot radiator fluid spewing all over me. I let the tractor cool down and checked the coolant level...that was fine. I noticed there was a small, looked like a drain hole, ner the top of the radiator filler area....the cap was on tight. After the tractor cooled down, I tried again....after just about 3 minutes the water spewed all over me again....it was coming out of the hole.....is that hole supposed to be there....why would the tractor just start to boil over like that? I'm just a widow trying to keep things going and would appreciate any advice offered.
