A decent way to check the water pump is to loosen the fan belt and see if the pulley on the pump is loose or makes noise when it is spun. Mine seemed pretty tight, but it made noise when the tractor was running.
I've found that when diagnosing old vehicles, parts may not necessarily be "bad", but when some combination of ailments occurs, weak links tend to make matters worse.
