Jim, You did not say where it is located but it is more than likely the water jacket drain. Most Petcocks are slightly cone shaped and the screw at the bottom can be loosened or removed. Then tap the end the screw is on and the valve should pop up. It then can be turned easily. There is a grease for putting on the petcocks so they will be easier to work.
