Hi Rachel, welcome to the forum. It sounds to me like you know a lot about the hydraulic system. Do you have the I&T FO-19 shop manual? If so, on page 35 (paragraph 115E) it addresses loss of prime problems. It's a little wordy or I would just tell you what it says. Please let us know what you find.
