Electric clutch?
Check the bearing in the pulley. If it is bad the clutch will not free wheel and will continue to turn after it is disengaged.
The clutch assembly is $250-300 but in spite of MTD's repair centers advice, the bearing can be replaced. Close the peened tabs on the front and drive it out from the rear. Bearing cost $20! at a full line automotive parts distributor.
