I don't have any experience with the HT3813, but talked to one of the Techs at Honda about the problem with yours. He pointed out a service bulletin (Lawn Tractor #2) from 1988 that addresses clutch slipping and engagement issues. If your local Honda Power Equipment dealer doesn't have the bulletin, e-mail me at and I'll attach the bulletin in a reply.
The Honda tech thought the whining could be a bearing in the transmission. Check the engine to transmission input shaft bearing first. Otherwise there are more bearings inside, the transmission would have to be split to get at them. A service manual would be important to have, helminc.com prints manuals for Honda. Thank you, Tom C.
