So your saying the engine doesn't warm up? The heat from the cab heater will be just slightly less than the engine temp. If you can, get one of those laser thermometers and see just what the engine temp is- typicaly it will be between 180* to about 200* but not any higher. If the lines (hoses) going to the cab heater are long enough and it's cold enough outside you could loose a significant amount of heat before the coolant gets to the cab.
Also make sure the hoses are plumbed right at the engine. Coolant follows a planned flow through the engine. I presume there were directions with the heater kit.
Post your issue on the Kubota forum, there are some pretty sharp factory tech's there that could offer better insight.
Wish my tractor had a cab and a heater...
