My limited experience with the Honda's 13 to 24 HP on a backfiring problem was the carburator. When this problem started we just installed a new carburator. I disassembled a couple of the carburators and could find no evident probelm with them. I found it was a lack of fuel to the engine, when the backfiring occured.
I know this isn't what you probably want to hear and I am not saying this is the complete answer in your case, just my experience of the last four years.
