Murray I changed the brushes on my starter and pulled the governer off. Not to bad a job about an hour. The gov showed very little wear so I put the mess back together and after about 10 min it started reving again. I have 2 of these 3813's so i swapped out the carb, not a carb problem.Thought maybe it was running on 1 cyclinder and after a while it would take off on 2 cyc, Wrong again.To prove this theory I disconnected the gov and ran a fixed throutle,and it did not rev. I even adjusted the valves.The only thing that might be wrong with the gov is that the fork is bent because there seems to be alot of play in the gov arm. I am having trouble with the way it works.As the engine revs the weights force the forks to the front of the engine forcing the shaft counter clockwise,pushing the troutle to the rear which slows the engine.If I get desperate I will take the gov off my other mower since I waiting for a clutch bearing and guide. I live in Jasper Tx and we dont have a dealer. Who do you get your parts from.The only dealer that I can find on the internet is Plano Equipment,
