I RECENTLY BOUGHT A HONDA HT 3813 LAWN TRACTOR. RECENTLY WHILE OPERATING IT I START IT COLD. I RUN IT FOR ABOUT 10 MINUTES AND ALL OF A SUDDEN IT REVS TO FULL THROTTLE. This happens every time I use it. The throttle cable seems fine but I notice there is no pressure on the lever connected to the throttle, unlike when it revs properly. I assume this lever connects to a governor in the front of the engine and limits the revs when working properly. I would appreciate any information to help on this as I know it has happened to other owners
