sounds like the dealer either wants to sell you the tires or is very poor at explaining things to you.
He maybe recommending the R4 industrials because they typically have more plys and therefore greater load capacity for a given size tire.
If you will be in very rough going with sticks ,stones, and other puncture causing stuff, then the R4's are a good choice, because of more plys and thicker side walls they are less prone to damage and puncture. R4's make a good compromise between turf R3 and farm R1 tires if you will be using tractor all around for mowing on lawn then in the woods etc. If you will spend more time in the field ,woods, and muddy conditions then you will want to stay with farm R1 tires , they are designed to shed sticky mud and nmot become balled up, but are rough on lawns. R4's and R3's are about equally bad for clogging with sticky mud(clay especially).
You have another alternative too, and since you live in upstate NY, this maybe a good choice go with which ever tire suits your uses and get a set of tire chains at a dealer or at TRACTOR SUPPLY. Tire chains work very well on snow and ICE and also very well in mud.
