I just have two basic thoughts about your problem. 1. Is the tractor slipping out of gear? 2. Does this only happen when lifting the tiller? - you may be lifting the tiller to high and binding up the universal joint that connects the tiller to the tractor. - If that is the case, many tractors have an adjustment to restrict how high the rear attatchment will lift.
