It looks to be a 1940.
The 116ci engine had around 13hp at the drawbar and around 15 1/2 at the belt.
You should be able to handle a two bottom.
On the rims you might have to add a thin piece of metal {I use flashing} to the clamps.
There are aftermarket rims that bolt on with no clamps for around 88.00 each. They solve alot of problems.
