The lever with the chain attached is used to unhook the drawbar. The lever on the left side of the steering column is for the hydraulics. Up is raised, down is lowered. You should be able to put this lever in the down position, and push down on the lift arms to lower them. Look at the hyd. cylinders that lift the arms up. There is a hydraulic hose on them that needs to be hooked up to the system. If it is not, you will not be able to lower the arms.
