I have a HD-7 that does the exact same thing. Just going up a slight grade will want to make the engine die, and yet it starts up and runs fine on flat ground. I have an after market blade on the front so trying to push dirt also does the same thing. It should spin tracks not die out. I am hearing it could be the govenor but have yet to find time to tear into it yet.
Let me know what you find out and I will do the same.
